以获得国家和省部级科技奖励为监测目标,通过运用灰色相关分析认为在高校"211工程"项目建设的影响因素中,重点培养中青年学术骨干对其影响最大;承担"973"、"863"等国家级科技任务影响次之;建设省部级以上重点实验室再次、建设高水平研究团队和人才培养的增长率影响最低。应用灰色相关分析方法可对211项目实现动态管理,对其影响因素实现实时分析。该方法是一种对高校211项目管理的新方法,可有效及时地推进高校211项目建设。

The factors influencing the construction of "211 Project" were studied by means of grey incidence analysis based on a monitor reference that get the national and provincial or ministerial level awards for science and technology.The results demonstrated that training young and middle-aged academic backbones was the most important factor which affected the construction of "211 Project",and taking on state-level scientific and technological tasks such as "973" and "863",the accomplishment of provincial or ministerial level and above key laboratory,the form of high level team for researchs as well as the growth rate of cultivated qualified people conformed to the sequence from more to less,respectively.Application of grey incidence analysis on 211 projects could achieve dynamic management and get the real-time analysis of the influence factors.It is a new control mode of 211 projects of colleges and universities,which can promote its construction effectively and timely.
