The efficient development and effective management of human resources in local undergraduate colleges plays an important part in scientific research innovation and connotation building.Besides,it also play a vital role in training talents,doing scientific research and social services.The article shows us the current situation and existing problems of scientific research adminitration.What＇s more,the analysis of the reasons to the main existing problems will be listed from the perspective of human resource management.Several solutions on the way to strengthen the ability of scientific and technological human resource management in local undergraduate colleges will also be offered.
