抗战时期太行根据地发生了一场严重的蝗灾。本文试图通过分析根据地灭蝗行政体系的建立及运作、蝗灾中的社会控制与社会动员、蝗灾中的政府、地方干部与民众的关系，来描绘蝗灾来临后抗日民主政权和社会两个层面的应对及相互之间互动的真实图景，从而考察抗战时期人们应对蝗灾的制度运作及其微观实践，并揭示这种制度与实践对抗战后国家政治和社会文化嬗变的影响。
抗戰時期太行根據地髮生瞭一場嚴重的蝗災。本文試圖通過分析根據地滅蝗行政體繫的建立及運作、蝗災中的社會控製與社會動員、蝗災中的政府、地方榦部與民衆的關繫，來描繪蝗災來臨後抗日民主政權和社會兩箇層麵的應對及相互之間互動的真實圖景，從而攷察抗戰時期人們應對蝗災的製度運作及其微觀實踐，併揭示這種製度與實踐對抗戰後國傢政治和社會文化嬗變的影響。

A serious plague of locusts befell the Taihang base area during the War of Resistance against Japanese Aggression. Through analyzing the establishment and operation of the administrative system against the locust plague, social control and mobilization during the plague, relations among the government, local officials and the masses of the people in the base area, this article tries to portray a real picture of the response from the anti-Japanese government and the society and their interactions after the locust plague befell them in order to investigate the operation of institution in response to locust plague during the War of Resistance against Japanese Aggression and reveal its influence over the changes in state politics and social culture after the war.
