界定公共服务及公共服务供给能力的概念,对公共服务供给能力评价指标建立的原则及研究现状进行了介绍。构建了涵盖医疗卫生、基础教育、社保福利、科学技术、公共设施、环境保护6个方面15个具体指标的政府公共服务供给能力评价体系。选取2007年全国统计年鉴中31个省级政府的数据,通过因子分析、聚类分析以及综合排名结果的分析,发现各个政府在公共服务供给方面的优势和不足,进而提出相应的对策建议。排除了其他方法评价指标不完善、或者主观因素干预等问题,丰富了公共服务供给能力评价指标体系的建立方法。

First of all, this research defines the concept of public service and the supply capacity of public service. In the next place, it makes an introduction to the principles on the establishment of targets aiming to evaluate the government's supply capacity of public service. Based on these ,this research builds an evaluation system of government's supply capacity of public service, including 15 specific targets which covers 6 aspects :medical care and health,basic education, social benefits, science and technology, public facilities, environmental protection, h selectes data of 31 provinces from Statistical Yearbook of 2007, which was conducted factor analysis. This research calculates scores of the 31 provinces on each common factor, according to which we implemented cluster analysis. By analyzing the results of factor analysis, cluster analysis, as well as the general ranking, we find both the advantages and disadvantages of each province. Then, some proposals target, and subjective ply capacity of public are given. Ruling out some problems other methods may encounter, such as imperfect evaluation intervening, this study enriches the ways of building up the evaluation system of government's supservice.
