中国经济自身固有的缺陷和国际金融危机的＂倒逼＂使经济发展方式的根本转变刻不容缓、再无退路;转变经济发展方式,首先要转换政府职能、启动政府自身改革,要统筹兼顾、循序渐进,更要大胆突围;评判经济发展方式的转变及其效果归根到底靠人民群众,决不能搞成政府部门的自我标榜、自娱自乐,构建以民生为主线的评判经济发展方式转变效果的指标体系和制度设计是当务之急。

It is urgent for China to transform economic development mode under the pressure of Chinese economy＇s weaknesses and the impacts of the international financial crisis.In order to transform economic development mode,it is necessary to transform the functions of government,reform government,make overall plans and take all factors into consideration,and proceed in an orderly way and step by step;however,it is important to make great breakthroughs in some aspects.It is up to the masses to evaluate the transformation of economic development mode,and government shouldn＇t do it by itself.It is pressing for government to establish indicator system and devise institution with people＇s livelihood as the means of evaluating the transformation of economic development mode.
