经济增长和节约能源要二者兼顾,在促进经济增长的同时,还要减少能源消耗和环境污染,要达到这个目的短期有效的方法是通过产业结构调整来降低能耗水平。本文以制造业各产业为研究对象,用线性支出扩展模型来确定制造业各产业对能源的最低需求量,来指导降低能耗的幅度;用产业能耗比重来反应不同产业的能源消耗水平,用单位能耗产出来反应产业的能耗绩效,用能耗产出弹性来反应产业结构调整的方向。通过控制能耗比重大、单位能耗产出低的产业,可以有效地降低能源消耗。政府可以根据不同产业制定能源消费政策引导产业结构调整,同时通过控制能源价格来调节不同产业对能源的需求。

Both economic growth and energy consumption should be taken into account.While promoting economic growth,we should also reduce energy consumption and environmental pollution.To achieve this aim the effective way in short-term is to reduce energy consumption by industrial structure adjusting.In this article,the ranges of lowest energy consumption in the manufacturing sectors are guided by use of manufacturing sectors as the research object and the extended linear expenditure model as method.The weight of industrial energy consumption is used to reveal levels of energy consumption in different sectors.Outputs of unit energy consumption is used to reveal performances.Elasticity coefficient of energy consumption is used to reveal the direction of industrial adjustment.Controlling the sectors consuming large energy,or low energy performances,can effectively reduce energy consumption.The policy suggestions are that governments can develop different industrial policies to guide energy consumption and control energy prices to regulate energy demands in different industries.
