采用焦点小组与个体半结构化访谈的方式,对四川极重灾区北川县基层干部的生存现状进行调研。结果发现：地震后基层干部的压力极大,一方面,灾后的工作任务重、时间紧、要求高、条件差,另一方面,他们还承受着亲人遇难、住房被毁等生活上的困难。然而,地震后对基层干部的关爱在很长一段时间处于空白,其普通受灾者的身份被忽视,多重压力下基层干部的身心健康受到了极大的挑战;震后出台的相关政策和措施,如补充人员、强制公休、异地轮训、加强心理疏导、鼓励再生育等,起到了一定效果,但有待完善。总体而言,还需加大对基层干部身心健康的重视,改善其灾后生存环境,对其工作给予理解与支持,建立多层次的基层干部支持体系。

This paper reports the investigation of the living condition of the leader at the basic level in Beichuan County,the severest earthquake area in Sichuan,by way of focal group and individual semi-structuring interview.The result shows that these leaders suffered a great pressure.On the one hand,the task was heavy;the time was pressing;the demand was high;but the condition was worse.On the other hand,these leaders also faced the difficulties of losing their relatives and their own houses.However,to care for them was empty after a long period of time.That is,their status as ordinary sufferers were ignored,and their physical and mental health under multiple pressures received great challenges ;the relevant policies after the Disaster,such as personnel supplementation,compulsory official holiday,allopatric training in rotation,mental persuasion,and re-birth encouragement all played their roles but awaiting perfection.Generally speaking,much attention should be paid to these leaders ;their living conditions should be improved;and their work should be given understanding and support,so as to set up a multi-leveled supporting system.
