This paper analyzes the defects of the existing evaluation system for teachers in China＇s colleges and universities.And upon the analysis of problems about the current competence evaluation system for teachers in colleges and universities at home and abroad,this paper constructs a newcompetence evaluation index system based on social responsibilities for teachers in China＇s colleges and universities and then measures the indexes of this system in order to provide theoretical guidance for the forthcoming performance assessment to colleges and universities in 2010.
