景区规划与开发活动往往着重于景区自身范围内的开发与保护，从而造成过度开发或资源利用率不高。文章试图从循环经济的角度分析景区的规划与开发，认为可从社区参与、旅游承载力、游客消费观入手，以系统观、生态发育观和新资源观在景区开发中发展循环经济，建立绿色景区。提出了在景区微观面、区域中层面和社会大层面上实现循环经济的模式，以期为探索景区可持续发展之路提供参考

The planning and developing of scenery usually focus on development and protection of scenery itself. It could lead to over-development or low usage of natural resources. This paper tries to analyze the scenery planning and developing from view of circular economy, starting from community participation, tourism bearing capacity and new consuming concept. Then, we could practice circular economy during developing activity comprehensively, based on view of ecological-growth and new resources, aiming at a green-sightseeing. We advocate circular economy with operation mode at different levels respectively, micro-level, middle level and macro level, hoping explores a road of scenery sustainable development.
