Based on the view of government responsibility for financing outside the social insurance system and the theory of intergenerational public goods, the paper establishes an international household public-goods supply model and reveals the economic mechanism of government subsidies to social insurance through the normative analysis of an extended model with government regulation and the fixed-effect analysJs of the panel data of 30 provinces from 1998 to 2006.
