The low-carbon rural econom y is the important constituent of Chinese low-carbon economy. To construct low-carbon socialism new countryside has the vital practical significance. Compare with the city low-carbon economy, countryside low-carbon economy has its particularity. The greenhouse gas emission in countryside has enormous influence to greenhouse gas emissions in the whole world. Along with the rural economy development, the greenhouse gas emission has the rising tendency. To promote the application of low-carbon technology and develop new energy industry of low-carbon, is the basic measure to realize the developing of a low-carbon new socialist countryside, and also is implementing the scientific concept of development of a concrete embodiment.
