针对日趋激烈的高等教育竞争,全球正兴起一场高等教育财政体制改革的浪潮。我们应根据高等教育的属性、特征及其与政府的经济关系和国际经验,理顺中央财政与地方财政的＂权、责＂关系,明确高等教育的投资主体。与此同时,要逐步建立多元筹资的运行机制,改善高校资源的运行效率,以提高我国高等教育的国际竞争力。

Faced with fierce competition in higher education,there is a world-wide reform in the financial system of higher education.We should utilize relevant international experience in accordance with higher education＇s nature,features and governmental relations,clarify on central and local financial powers and obligations,and well define the entities of investment in higher education.Meanwhile,a multi-source funding system should be established and the efficiency of higher education resource utilization improved as so to raise China＇s competitiveness in higher education.
