通过建立绩效评价机制，构建评价模型，探索在“三旧”改造过程中如何评价政府监督行为。运用层次分析法和专家打分法对现有的“三旧”改造监督体系和政府监督行为进行绩效评价。从而得出在“三旧”改造过程中，政府的监督行为可以通过构建评价模型进行定量评价，以利于现有监督体系能充分发挥效率，并提出了“三旧”改造监督机制的构建过程中，应注意的问题。

Through establishing performance evaluation mechanism and evaluation model, this paper explores the way to evaluate the behavior of government supervision performance in the course of the ＂three old＂ reconstruction. By using analytic hierarchy process and expert scoring methods, the paper evaluates the supervision system of the ＂three old＂ reconstruction and the behavior of the government supervision. It is concluded that, in the course of the ＂three old＂ reconstruction, the behavior of the government supervision performance can be evaluated by constructing a quantitative evaluation model, enabling the supervision system of the ＂three old＂ reconstruclion to achieve the greatest efficiency. Finally, the paper puts forward problems to be noticed in constructing the ＂three old＂ supervision mechanism.
