政府对市场的干预主要源自人们对市场失灵的认识。作为“看得见的手”的市场机制是经济活动中最有效率和活力的经济运行机制和资源配置手段，它具有任何其他机制和手段不可替代的功能优势。然而矿产资源市场因其具有公共物品的属性，并在开发过程中产生诸如环境污染、废弃物排放和生态破坏等一系列外部性问题，并存在垄断和信息不完全等，市场机制不能有效运转，矿产资源配置不能达到“帕累托最优”状态，引发矿产资源市场失灵。矿产资源市场失灵为政府干预提供了必要前提。通过对政府干预和市场失灵原冈和表现的简单分析，得到关于我国政府干预矿产资源开发中应该①正确划分政府和市场的职能，逐步减少政府的干预；②建立有效监督政府的制度框架的启示和建议。

Governmental intervention in the market results mainly from people＇s understanding of market malfunction. The market mechanism, as a ＂visible hand＂, is the most efficient and dynamic economic activities in the economic operation mechanism and the allocation of resources means, whose functions can not be replaced by any other mechanisms or means. However, the mechanism of the mineral resource market can not effectively operate because of its property of public goods and the problems such as environmental pollution, waste discharges and ecological destruction and a series of externalities, as well as monopoly and incomplete information produced in the course of development. Therefore, mineral resources can not achieve＂Pareto optimal＂ state, triggering mineral resources market malfunction, which, in turn, provides the necessary prerequisite for governmental intervention. Based on an analysis of the reasons for governmental intervention and market malfunction, the paper concludes that the governmental intervention in the development of mineral resources should clarify the functions of government and the market so as to gradually reduce intervention, and that it is necessary to establish an effective framework for monitoring governmental system of enlightenment and advice.
