Interaction theory is described from the perspective of complexity system theory in this paper.The author firstly studies the case of programme interaction on the basis of programme concept,elements and types,secondly explains programme evolution mechanism,interactive relations and interaction risk.finally points out that programme is a complex system.Both programme interaction risk network model and coordination mechanism model all have been established,not only which is help for us to study programme management theory and practical application but also the two models will be valuable references to solve realistic management problems.
