伴随着经济的快速发展,资源短缺、环境污染和生态破坏等问题日趋严峻。社会经济能否持续发展,已成为人类社会面临的严峻挑战。文章通过分析建立排污权交易制度的理论依据,结合北部湾地区的环境现状,通过对排污权交易机制与其它环境措施的比较分析,论证引入排污权交易机制的必要性;对排污权交易机制作数理分析,最后得出在北部湾地区建立排污权交易制度,是建设循环经济实现北部湾地区人与自然的和谐统一和经济的可持续发展的最佳途径。

With the rapid development of economy,problems such as the scarcity of resources,environment pollution and ecological damage are seriously increasing.The sustainable development of the society has become the goal of human development.This paper,based on the theory of establishing trading emission permits,gives a comparison analysis between establishing trading emission permits and other environment policy on the current situation of environmental status quo in Beibu Gulf.Through mathematical analysis,finally it draws the conclusion that it＇s the best way to constructing circular economy to realize the harmonization between humankind and nature and the sustainable development of economic by establishing trading emission permits.
