1922年（壬戌）夏秋,浙江遭受几十年未遇的特大水灾,给社会经济和人民财产造成重大损失。灾区各级行政当局、浙江省内外各地方团体、省内外各大慈善救济组织等奋起救灾,承担了不同的救灾角色,都发挥了重要作用。有识之士进而深入分析水灾成因,提出兴修水利、植树造林等防灾之策。但人们对于灾荒,多是临灾想到防灾,灾后则多把防灾计划束之高阁,以致灾荒一再发生,这一教训对今天不无启示。
1922년（임술）하추,절강조수궤십년미우적특대수재,급사회경제화인민재산조성중대손실。재구각급행정당국、절강성내외각지방단체、성내외각대자선구제조직등강기구재,승담료불동적구재각색,도발휘료중요작용。유식지사진이심입분석수재성인,제출흥수수리、식수조림등방재지책。단인문대우재황,다시림재상도방재,재후칙다파방재계화속지고각,이치재황일재발생,저일교훈대금천불무계시。
In the summer and autumn of 1922（Ren xu）,Zhejiang Province suffered the horrible floods which it had never experienced in the last few decades,resulting in heavy damage to social economy and people＇s property.After the natural disaster,the administrative authorities at all levels,various local groups inside and outside Zhejiang Province and a wide variety of large benevolent relief institutes made every effort to take on different rescuing roles and play important parts to save people from the destructive misfortune.Besides,knowledgeable people further analyzed its causes and raised policies of constructing water projects and cultivating forests to prevent similar disasters occurring again.However,at that time people tended to deal with disasters when they were faced with misfortunes but laid aside preventive plans after disasters so that disasters occurred over and over again.Hence,this tragic lesson is instructive to the modern society.
