建设生态文明就是建设生态城市和生态乡村。对于城市而言,关键是＂生态建筑＂或＂自然建筑＂。这不仅需要节约能源,通过有效的技术手段特别是信息产业,尽量减少对石油工业的依赖,如开发太阳能和畜力的使用,而且借助合理的城市建筑布局,缓解交通压力,以节约耕地占用和能源,保护环境。对于乡村来说,要发展＂生态农业＂。中国不必走＂工业化农业＂的道路,发展＂劳动密集型农业＂,实施＂可持续农耕法＂,相信和依靠具有熟练技能的农民,切实改善他们的社会地位和生活条件,表彰、奖励农村劳动力,以减缓人口由农村向城市的转移。然而,任何国家实现生态文明必须具备三个先决条件：一是文化的或精神的需求;二是关注全民福祉;三是适度人口。更为重要的是经济学的理论旨趣必须转向,即从＂金钱增长的衡量标准＂转变为＂可持续地满足人们的需要＂。

Constructing ecological civilization is to construct ecological urban and rural.For urban,the key to ecological architecture and natural architecture,requires economizing on energy by valid technological ways,especially information industry,to decrease relying on oil industry,such as using solar energy and animal labor,with the help of sound architectural layout,to relieve communication compression,economize farmland occupied and energy,protect environment.For rural,to develop ecological agriculture,China may not walk on industrial agriculture and develop labor intensive agriculture,to implement sustainable ways and believe skill experienced farmer to improve their social position and life condition,and encourage them to decrease population from rural into urban.However,three prerequisites for a nation to move toward ecological civilization：the first is cultural and spiritual;the second is caring the common good of the world;the third is control of population.The more important is that economics would change its bottom line from growth measured by money to success in meeting the needs of all people in a sustainable way.
