随着我国工业化的发展,城市化进程不断加快,小城镇在连接城乡,促进城乡一体化中发挥着越来越重要的作用。2010年中央一号文件指出：＂积极稳妥推进城镇化,提高城镇规划水平和发展质量,当前要把加强中小城市和小城镇发展作为重点。＂当前很多地方小城镇建设的格局也逐步形成,但是也存在着一些问题,小城镇规模较小,主导产业不强,资金来源不足,特色不突出等制约了小城镇建设的发展,今后要有针对性的采取措施,借鉴先进小城镇发展的经验,大力促进小城镇建设走入科学、快速、健康的发展轨道,发挥在城乡一体化建设进程中的重要作用。

With the development of industrialization in China and the increasingly growth of towns,small towns play an important role in the conjunction and integration between towns and counties.In 2010＇s No.1 document from central government,it＇s clearly pointed out that：＂Nowadays,during great efforts to the promotion of the towns and counties,including their planning ability and developing quality,the emphasis should be focused on the development of small-medium towns and counties.＂ Although some certain kinds of construction setup have formed in many small towns,problems exist as well,such as the small scale,the lacking of leading industries,the shortage of funds resources,without prominent features etc.All the above factors limit the development of small towns and counties.Therefore,in order to enhance small towns and counties into a scientific,speeding and positive developing model,and bring them into full play as well,efficient measures should be taken into future work and experience from advanced small towns and counties should be absorbed for reference.
