从功能分类的视角,以陕西省三大区域494个自然村为调研对象,研究中国村集体经济发展的政治、经济和社会功能。研究结果表明：大部分农村可支配收入较低,村集体自身经营收入来源多样,但入不敷出现象严重;村集体债务沉重,信贷支持不足;村集体的基本公共服务主要表现在村级财政的支出上,支出项目多,经费有限。主张从村集体经济收入的可持续问题、村集体债务化解问题、理顺农村公共产品的责任关系着手,促进村集体经济发展。

Taking 494 villages in three regions of Shaanxi Province as the research target,the paper studies the political,economic and social functions of the development of village-level collective economy in China.It finds that most villages have quite low disposable income and run behind their expenditure,though the income sources are diversified.Lacking of credit support,the villages are often burdened with crippling debts.And their basic public service has the drawbacks of limited funds but a host of financial expenditure items.Thus the paper suggests the economic development of Chinese villages could be promoted by achieving sustainable income,solving the village debts and clearing the responsibility of rural public products.
