涉及市场竞争失灵、国民经济命脉、国家安全等因素的行业,国家通过行政性进入壁垒维护垄断者的垄断地位,这些行业就是所谓的行政垄断行业。行政垄断对国有化比重、行业集中度、垄断行为、产业利润率及价格规制等5个指标产生影响,以这5个指标为基础,综合运用二维分析法、综合加权排序法和主成分分析法,进行行政垄断行业的判定工作。根据判定结果,强势行政垄断行业就有9个。行政垄断行业在国民经济总量中占据着相当重要的地位,正因为如此,其改革才困难重重;在中央政府决心改革前提下,引入市场竞争和提高规制效率是改革的两条基本思路。

The so-called administrative industries are the ones involving market failure,the national economy and national security,and they have high administrative barriers to entry to keep their monopoly. Administrative monopoly affects the next five indicators including nationalization share,industry concentration,monopolistic behavior,industry profit and price regulation. Based on these five indicators,using two-dimensional analysis and a comprehensive weighted order,the paper tries to judge the administrative monopoly industries. As a result,nine industries are strong administrative industries,which are very important in the national economy and the reform of them have many difficulties. If the central government makes up its mind to reform,more competition and high regulation efficiency are the two directions.
