在分析经济增长、产业结构变化、技术进步等区域污染影响因素作用机理的基础上,构造带有三次项的环境-收入简约模型,利用1998-2007年间我国30个地区包括水污染、大气污染与固体废弃物污染在内的5类区域污染指标及其主要影响因素的省际面板数据,对环境库兹涅茨曲线假设进行实证检验,探讨导致我国区域污染恶化的主要区域污染影响因素.研究结果表明：经济增长和贸易开放水平对区域污染排放的影响有正有负;人口规模和政府环保管制对区域污染排放影响不显著;科技水平的提高能有效降低区域污染排放;产业结构不合理、能源利用率低会加剧区域污染排放.指出提高经济发展质量、加大环保科研投入、转变贸易增长方式、加强对FDI的环保规制、优化产业结构、提高能源利用率是促进我国经济环境协调发展的重要保障.

Based on analyzing mechanism of regional pollution factors, such as economic growth, industrial structure, technological progress, etc., this paper constructs an environment-income simplified model with cal）ic term to analysis the hypothesis of Environmental Kuznets Curve, using interprovineial panel data of Chinese 30 provinces during 1998 - 2007 between five regional pollution indexes including water pollution, atmospheric pollution, solid waste pollution and their main aftecting factors, in order to find out the main responsible affecting factors that worsen Chinese regional pollution. The results show that： eeonomic growth and trade liberalization have both positive and negative impact on pollution; the effect of population size and government＇ s envionmental pollution control shows no significant effects on the five population indexes; teclmological progress can improve environmental quality; irrational industrial structure and low energy, efficiency would intensify the pollution discharge. Thus, the paper poihts out that the important measures to realize the coordinated development of economy anti environment are improving the quality of economic development increasing the investment in environmental, nental R＆D, adjusting trade growth mode, enhancing environmental regulation on FDI, optimizing indastrial structure, and improving energy efficiency.
