协商民主是20世纪后期在西方兴起的一种民主理论,其核心概念是公共协商,强调对话、讨论、辩论、审议与共识。近年来已经超越了纯理论的探讨,进入政治实验阶段。在中国的政治实践中,最能够与协商民主联系在一起的就是政治协商制度。二者虽有一定的区别,但是基本精神和理念基本上是一致的。面对着转型社会带来的挑战,借鉴西方协商民主理论,寻求适合中国国情特色路径的协商民主,已成为发展和完善我国民主建设的重大议题。

Deliberative democracy as a democratic theory has raise in the late 20th century in West,and its core concept is a public consultation,emphasising on dialogue,discussion,debate,deliberations and consensus.In recent years,it has been beyond the discussion of pure theory into the political trials.In Chinese political practice,the deliberative democracy is linked to the political consultation system closely.Although some differences have existed between them,the fundamental spirit and philosophy is basically the same.Facing the challenges of transforming society,drawing on Western Deliberative Democracy Theory,finding out the deliberative democracy fitting for the path in China＇s national conditions with the characteristics,has become a major topic of democracy＇s development and improvement.
