20世纪90年代,中、东欧前社会主义国家社会政治制度发生了急剧变化,林权私有化改革随之展开,对林业发展产生了重要影响。在欧盟森林生态保护优先原则的政策法律框架下,中、东欧国家林业私有化政策不健全,以及私有林业固有局限性,使得这些国家私有林业的发展面临种种困难和压力,林业私有化制度出现了诸多问题,这些问题的出现有其深刻的社会经济背景,也有林业自身规律与政策改革目标需求的复杂性。就上述问题以及原因重新进行系统分析,预测中、东欧国家林权私有化改革走向和政策趋势,对于科学认识中国集体林权制度改革具有重要的参考价值。

In 1990’s,countries in Central and Eastern Europe initiated dramatic reforms in an effort to democra-tize their political systems and base their economics on free market principles.For the forest sector,these change meant the privatization of wood-processing industries and the return of private forests that had been nationalized to their former owners following World War II.The general forest policy changes in these countries had influenced the development of private forestry.The purpose of this paper is to valuated the restitution process and forest poli-cies that are applicable to private forests in order to assess their current situation and prospects for the future as well as to give researchers concerned a preference for the collective forest policy reforms in China.
