随着农村改革的不断推进和经济的快速发展,农地流转的速度也不断加快、规模不断扩大,农地流转市场也亟待规范。这是维护农民合法权益、保证改革顺利推进的迫切要求,也是实现农业规模经营,推动现代农业发展的现实需求。通过对浙江省嵊州市农地流转实地考察,并对嵊州市农地流转市场现状进行了分析,剖析了制约农地流转市场发育的限制性因素,从法律法规、市场机制、社会保障体系和政府等层面提出了完善建议。

With the continuous progress of the rural reform and rapid economic development,the speed of agricul-tural land transfer is becoming faster and the scale of agricultural land transfer is expanding.So it is time to stan-dardize the agricultural land transfer market.It can uphold farmers,interests and ensure the smooth progress of re-form.It is also an urgent requirement for achieving large-scale agricultural operations and promoting the develop-ment of modern agricultural.This paper analysed the current situation of agricultural land transfer market and its growth restricting elements.Then it put forward some proposals on how to comprehensive the market from the legal regulations.market mechanisms,the social security respects.
