对高校家庭经济困难学生的关爱问题一直是全社会关注的焦点问题之一。目前新疆高校家庭经济困难的学生比例还普遍比较高。在高校资助过程中,由于政策宣传力度不够,未能得到全面落实;大学生就业环境欠佳;贷款手续繁杂,部门配合不到位;缺乏诚信机制等原因,使得经济困难大学生的评定缺乏权威性,虚报行为仍然很严重;社会资助活动较少,资助分配不合理;助学贷款不容乐观;造血性自助能力较弱。为了完善对家庭经济困难学生的资助,高校要严格做到公平、公正、公开;要大力宣传生源地助学贷款;要加强诚信负责教育;要加强部门合作;要加大资助力度,合理分配资金;要积极探索勤工助学途径,培养学生自强自立精神。

The impoverished college students have been one of the focuses of social concern. They account for a quite high proportion of the student population in Xinjiang universities. Owing to its inadequate publicity, the aiding policy has not been fully implemented. And the unfavorable environment for graduates' employment, the complicated loan procedures, poor coordination among the concerned parties, and lack of a credit mechanism have resulted in the inadequacy of authority in identifying the poor students, thus faulty practice on the part of the students. In addition, not enough social adding activities, unreasonable allocation of the aid, the unoptimistie state of student loans, and the poor capacity of self-help are also among the problems. In order to achieve good results in aiding the impoverished students, universities should adhere to the principle of fairness, justice and openness, publicize the locally-granted student loan, strengthen education in credit and integrity, coordinate with other concerned parties, increase the amount of aid, allocate the aiding funds reasonably, and explore the ways to help students land part-time jobs and to cultivate their spirit of self reliance.
