西藏城乡发展存在差距,主要有发展禀赋条件、公共资源、政策制度、人力资本、整体经济落后等方面的原因。缩小西藏城乡发展差距,统筹西藏城乡发展,应注意推进城乡资源要素的合理配置、大力发展现代农牧业,并注意推进城乡基本公共服务均等化及城镇化进程,加大农牧区劳动力转移力度,并加快相关体制机制的改革。

The development gap between urban and rural areas in Tibet lies in the development conditions,public resources,policies and systems,human capital and general economic backwardness,etc.To reduce the development gap and plan the overall development of Tibetan urban and rural areas,we should pay attention to promote the rational allocation of urban and rural resources,develop modern agricultural and pastoral economy vigorously,promote the equalization of basic public services in urban and rural areas and the process of urbanization,increase the labor in pastoral areas transferring to towns and accelerate the reform of the relevant institutional mechanism.
