乡镇企业发展对提高农民非农收入、缩小城乡收入分配差距起到重要作用。但乡镇企业融资难是制约其发展的重要因素。发展乡镇企业应从放松民间金融市场、加大新型农村金融机构对乡镇企业的贷款和加快农村社会信用体系建设,优化农村金融生态环境等方面入手。
