农村精神文明建设的实质是非正式制度建设，其特点是制度供给相对不足，变迁路径依赖性较强，具有一定的系统性、复杂性和自身规定的内涵，在变迁和创新中存在固有缺陷。采用强制性制度变迁、诱致性制度变迁等方式将正式制度的建设与非正式制度结合起来，可创新和促进农村精神文明建设的发展。
