基于我国现阶段地方政府对土地财政的深度依赖、经济适用房具有实物期权的激励功能从而引发房地产政策在一定程度上背离住房政策社会目标的事实,在对我国住房政策目标演变作出概评的基础上,着重分析了我国住房政策目标发生偏离的现实,并对重构住房供应体系展开分析性设想,提出建构公共租赁房和商品房的二元供应体系的政策主张。建构这一体系需要关注与房地产市场相关的财政、金融、行政法规等制度安排,特别要关注公共租赁房土地出让制度的政策设计,政府要大规模建构性质相似于经济适用房但可更好市场化运作的具有完全产权的公共租赁房市场。
基于我國現階段地方政府對土地財政的深度依賴、經濟適用房具有實物期權的激勵功能從而引髮房地產政策在一定程度上揹離住房政策社會目標的事實,在對我國住房政策目標縯變作齣概評的基礎上,著重分析瞭我國住房政策目標髮生偏離的現實,併對重構住房供應體繫展開分析性設想,提齣建構公共租賃房和商品房的二元供應體繫的政策主張。建構這一體繫需要關註與房地產市場相關的財政、金融、行政法規等製度安排,特彆要關註公共租賃房土地齣讓製度的政策設計,政府要大規模建構性質相似于經濟適用房但可更好市場化運作的具有完全產權的公共租賃房市場。

At present, the Chinese local governments rely deeply on the land finance, and the affordable housing has the incentive function of real options, which makes the real restate policy deviate from the social objectives of the housing policy to some extent. Based on those facts, by making a general comment on the evolution of the objectives of China's housing policy, this article lays emphasis on the deviation of the objectives, assumes the reconstruction of the housing supply system, proposes the dual supply system of public rental housing and commercial housing, arguing that, to construct such a system, the government should pay attention to the institutional arrangements of public finance, finance and administrative rules which are related to the real estate market, especially focusing on the policy design of the land transfer system of public rental housing, and that the government should launch large-scale construction of the market of public rental housing with all property rights which is similar to affordable housing but better for market operation.
