在体育体制改革及后奥运时期的背景下,从制度分析的角度,利用系统论原理,从人才培养输送制度、＂学训＂制度、竞赛制度、管理制度、专项经费投入制度、教练员交流和培训制度等,研究高校竞技体育存在的问题及制度需求和供给矛盾的状况,并对影响高校竞技体育制度供给的因素进行了分析,并提出了在高校竞技体育制度供给的路径选择方式：分析涨落因子;体现＂体教＂结合和高水平的特点;使系统远离平衡态等;为了使制度供给达到帕累托最优的效应,应以竞赛制度、运动员输送体制、管理制度、教练员专业化等制度改革为切入点,进行制度供给。

Based on the background of sports system reform and in the post-Olympics period, the paper explores from the institutional perspective and adopts the system theory principle to study the cultivate system,＂learn and training＂ system,the contest system,management system,fund input system and the coach communication and training system to find the existing problems in the colleague competitive sports system and the conflict between the need and supply.And the paper analyzes the affecting factors of the system and proposes the path selection method.It tracks the rise and fall factors and reflects the characteristics of combining sports and teaching and high level and the factor makes the system far from the balance state.In order to make the system supply achieve the Pareto Optimality effect,it proposes that the competition system,sportsmen transfer system,management system and coach professional system shall be the breakthrough point to conduct system supply.
