网络信息技术和通信技术的快速发展给金融服务模式带来了巨大的变革,第三方支付机构逐步进入支付服务市场,使得客户获得支付服务更加快捷的同时,存在着不少的风险与隐患,如社会的公信力问题,洗钱风险等等。随着中国人民银行《非金融机构支付服务管理办法》的出台,社会各方对第三方支付机构的运作、监管等问题越来越关注。笔者认为,应该专门针对第三方支付机构,建立合理的信用评价指标和评价体系,在一定程度上约束买卖双方的诚信意识。

The rapid development of network information technology and communication technology made great changes to the pattern of financial service.Third-party payment institutions enter the payment services market gradually.They help customers obtain payment services more quickly,but bring many risks and issues,such as social credibility,and money laundering,etc.With the promulgation of ＂Administrative Measures for the Payment Services Provided by Non-financial Institutions＂ by the people＇s bank of China,the operation and supervision of third-party organization draw more and more attention.The author thinks that there should be reasonable credit evaluation indexes and evaluation system for third-party payment institutions,in order to constraint the credit consciousness of buyers and sellers to some extent.
