在国际金融体系与碳金融结合日趋紧密的背景下。本文创新性地提出“国际碳金融体系”概念和该体系构成的“金字塔模型”。进而，从“碳治理、碳交易、碳服务、碳货币”4个层面分析了国际碳金融体系的初步构建。最后，重点讨论了国际碳金融体系构建中的“中国方案”：该方案以“碳强度减排的国际承诺”为约束目标。以“碳预算收支平衡表”为基础，以“碳清算-碳交易-碳服务-碳绑定”为主线：“中国方案”与其他国家战略存在互动融合的关系。

In the background of connection between international finance system and carbon finance becoming closer and closer, this paper defines ＂ international carbon finance system＂ creatively and puts forward ＂Pyramid Model＂ to explain the composition of international carbon finance system. The paper then analyses the preliminary appearance of international carbon finance system from the angels of carbon governance, carbon trading , carbon finance service and carbon currency . At last, the author studies ＂China＇s Participating Program＂ in the construction of international carbon finance system： China＇s commitment to reduce carbon emissions intensity is constraint condition and target of China＇s Program, and the program＇s basis is ＂Balance of Carbon budget＂, its main line is ＂carbon settlement, carbon trading, carbon service and carbon currency＂ . And the program is interacted and integrated with several other national strategies.
