退耕还林工程,覆盖面广,投资多,农民参与程度高,对相关农民的收入影响深远。从新政治经济学的角度看,退耕还林属于公共物品,在退耕还林的过程中存在着政府双重垄断现象,农民具有明显的＂经济人＂属性。因此,若想实现生态目标,关键在于以增加农民收入为切入点,在政府和退耕农民之间建立起一种稳定的激励相容的契约关系：建立长期稳定的国家直接补贴制度;建立退耕生态林产权收购制度;培育农村新的经济增长点;提高退耕地区的教育水平。

Due to the wide coverage,big investments and high participation,the project of returning farmland to forests has had a far-reaching impact on the income of the related farmers.In terms of new Political Economics,returning farmland to forests belongs to public goods.But in the course of operating,there lies dual monopoly phenomenon by the government,and the farmers have the property of obvious Homo economicus.Therefore,to achieve ecological goals,the point lies in how to raise the farmers＇income.A steady and incentive relationship should be built between the government and the related farmers： to set up a long-term stable direct subsidies system by the government;to build the system of ecological forest property acquisition;to nurture new rural economic growth point;to increase the education level of the related areas.
