本文通过对北京市三个区县农民工社会保障参与状况及其关于制度发展倾向性的实证研究,深入剖析了北京市＂独立—衔接＂型农民工社会保障模式的运行现状及面临的发展困境。研究显示,该模式的运行较为顺利,个别项目基本达到了政策目的,但其在实践过程中存在一系列发展困境,如项目发展不均衡、制度设计缺乏吸引力、政策对象参与能力不足和政策环境相互冲突等。

Based on the investigation of the participation and the tendency of rural migrant workers＇ social security system in three districts in Beijing,the article analyzed the status and characteristics of independent-convergence rural migrant workers＇social security system.The investigation revealed that the model run smoothly though there were a series of dilemmas such as the uneven development of system,lack of gravity,weak capacity to participate,conflicting policy environment and others.
