住宅兼具市场属性和福利属性。西方国家大多采用市场性住宅供给和福利性住宅供给并举的模式。1998年以前,中国主要提供纯福利性住宅,而1998年以后则完全是市场化住宅供给。比较美国和中国土地制度、供给模式发现,中国城市住宅问题解决的根本途径不是打压房地产,而是增加保障性住宅供给。土地的限价供给和住宅产业化是解决城市住宅问题的两个根本因素,它们共同决定着中国城市住宅的发展方向。

Houses and apartments have the features of both market and welfare.Most western countries adopt the dual mode in the supply of houses and apartment-market supply and welfare supply.Prior to 1998 China mainly provided welfare apartments and houses and since that year the residence is solely supplied through the market mode.The comparison of land system and supply mode in China and US tells that the solution of the residence problems in China's cities is not to restrict the real estate but to increase the supply of welfare residence.The limited land supply and commercialized residence are the two fundamental factors,which will decide the development direction of residences in China's cities.
