提升产业竞争力是发展战略性新兴产业的关键。本文从主流经济学和演化经济学两种不同政策体系的渊源研究出发,总结了主流经济学研发和外溢的理论以及演化经济学的技术差距、垂直联系和创新系统的理论。针对性地研究了主流经济学的政策主张：激励研发外溢;演化经济学的政策主张：创新系统的构建。基于上述两种不同的政策体系,本文提出了中国发展战略性新兴产业的政策选择：能力构建、选择性干预和政策协调等。

Improving industrial competitive power is the key to developing strategic rising industries.This article points out that the theoretical foundations of policies are mainstream economics and evolutionary economics.This article has concluded the RD and the spillover theory of mainstream economics and the technological gap,horizontal linkage and innovation system theory of evolutionary economics.The policy which has been put forward by mainstream economics is to encourage RD spillovers.The policy which has been put forward by evolutionary economics is to construct innovation system.Based on those two tyes of policies, this article recommends that the Chinese policy makers should choose capability construction,selective intervention and policy coordination to develop Chinese strategic rising industries.
