新中国成立以来,中国特色基础教育教学研究制度的发展经历了初创期、发展期、挫折期、恢复期、规范期和完善期。教研制度成为中国特色教学管理制度的重要组成部分;是保证我国课程教材教学改革、提高教育教学质量和促进教师专业化发展的核心支撑力量;已形成了一套比较成熟、行之有效的多级教研体系,具有一支教学经验丰富、学术造诣较深、管理指导能力较强的专职教研员队;研究重点来自实践的需要,目的是为了解决课程实施中遇到的问题,紧密为实践服务。今后还应尽快设立国家层面的专门机构,加强对教研工作的领导;规范行政隶属关系,完善教研机构网;明确教研职能,加强分工与合作;加强教研员队伍建设,促进其专业化发展。

Since the foundation of new China, the development of the teaching research institution of basic education with Chinese characteristics has experienced the early stage, developing stage, setback stage, recovery phase, norming period and improving period. The teaching research institution which has been the important content of teaching management of socialist with Chinese characteristics is the core supporting force to guarantee our curriculum teaching material reform and improve the educational teaching quality and the teachers' professional development. It has formed a set of relatively mature and effective multi-level teaching research system, provided with a well-experienced and full-time teaching research team with deep scientific attainments and powerful management and coaching ability. The research focus of the teaching research work comes from the demand of practice, aiming at solving the problems in the curriculum implementation and serving the practice closely. Later on, we should also set up agencies at the national level to strengthen the management to the teaching research , standardize the relationship of administrative subordination and perfect the network of teaching research institutions , clarify the functions of teaching research and strengthen the division and cooperation , and reinforce the construction of teaching research team and promote professional development.
