在当今国际化合作的大背景下,边境地区的开发开放成为区域经济一体化的一个重要组成部分,如何科学规划并合理利用有限的珍贵土地资源成为当今边境地区经济开发和振兴的首要问题。恰逢东北老工业基地振兴继续深化和国家＂十二五＂规划制定之际,在深入研究东北边境口岸东宁县的土地利用现状和变化规律的基础上,对东宁县的土地利用功能分区进行分析,以寻求符合东北边境地区土地利用和发展的方法和途径。

International cooperation at present have made the opening up and development of border areas an important part of regional economy integration.How to scientifically utilize the treasured land resource has become the key point to further develop and revitalize the economy of border areas.Dongning County,one of the border checkpoints in Northeast of China is taken as an example in this paper.The present situation of land use,laws of changes and functional zoning of the land use in Dongning are explored and analyzed.The conclusion will be helpful to find out a better way conforming to the land use and development in border areas with the deepening of vitalization of industrial base in Northeast and the issuing of ＂The 12th Five-year-plan＂.
