在对我国代建制试点模式进行简要述评的基础上,运用产权理论分析代建制中的产权流转及流转过程的产权运行成本,进而提出机会产权的概念,并探讨了代建制中机会产权对代建人获得外部性的影响机理。在此基础上,提出一系列代建制涉及的基本管理理念,包括代建人竞争机制、细分项目、序贯建设、滚动招标以及委托人、代建人和使用人三方项目产权的明确等,并以成都地下管线检测项目为例对以上管理方法进行论证。

This paper uses the theory of property right to analyze the transfer of property right and its operating cost,and then puts forward the concept of opportunity property right,and discusses the influencing mechanism of opportunity property right on the externality obtained by con-struct agent.And it puts forward a series of basic management ideas including the competitive mechanism of agents,the segmentation of project,the ordinal building,the rolling-type bidding and the clarification of property right of project among clients,construct agents and users.Finally,it testifies the above management ideas through a example
