国土资源法律评价是基于法律评价的基本原理,结合系统科学等现代科学技术手段、方法,对国土资源法律及其体系进行的法律规范评价和法律价值评价。结合中国实际,对国土资源法律评价系统的构成——国土资源法律评价的主体、客体及其内容,国土资源评价的指标体系,国土资源评价的方法,国土资源法律评价的程序设置进行了探讨。
國土資源法律評價是基于法律評價的基本原理,結閤繫統科學等現代科學技術手段、方法,對國土資源法律及其體繫進行的法律規範評價和法律價值評價。結閤中國實際,對國土資源法律評價繫統的構成——國土資源法律評價的主體、客體及其內容,國土資源評價的指標體繫,國土資源評價的方法,國土資源法律評價的程序設置進行瞭探討。
국토자원법률평개시기우법률평개적기본원리,결합계통과학등현대과학기술수단、방법,대국토자원법률급기체계진행적법률규범평개화법률개치평개。결합중국실제,대국토자원법률평개계통적구성——국토자원법률평개적주체、객체급기내용,국토자원평개적지표체계,국토자원평개적방법,국토자원법률평개적정서설치진행료탐토。
Evaluation of land and resources law is an engineering project to evaluate land and resources law and its legal system,on the basis of the basic principles of law assessment and in combination with the methods of management science,including regulation evaluation of land and resources law and the legal value of land and resources law.Evaluating land and resources law scientifically and comprehensively is not only the practical requirement to further promote the rule of law and improve the level of land and resources management,but also the internal requirement to overcome the defects and shortcomings of legal system.Therefore,the systematic evaluation of land and resources law is imperative.This paper discusses the object,technology infrastructure and policy environment of evaluation of land and resources law,and presents initial ideas from five aspects： evaluation subjects,evaluation objects,evaluation indexes,evaluation methods and the implementation of the evaluation of land and resources law.
