以贵州省为例,分析了天然林资源保护工程保护区内实施集体林权制度改革相冲突的问题。认为应将天然林保护工程建设和集体林权制度改革有机地结合起来,在注重资源保护建设的同时加强对森林资源的经营性建设,同时对天然林保护工程区人工商品林采伐管理制度进行适度改革,以解决经济效益和生态效益两者的张力,提高林农对林改的积极性。

The paper takes Guizhou Province as an example,analyzed the conflict areas of collective forest tenure reform with those in natural forest resources projects.It holds that natural forest protection project should be the collective forest tenure reform and organically combine resource protection in the building at the same time focus on strengthening the management of the construction of forest resources,while natural forest protection project of artificial commercial forest harvesting management system appropriate Reforms to address the economic and ecological benefits of both tension and improve the farmers of the forest reform initiative.
