创新型人才是青岛构建城市创新体系的关键要素,青岛市在引进创新型人才方面既具有一定的优势和机遇,也要面对某些劣势和威胁。从政府管理的角度,青岛市应采取的相关对策为：充分发挥区位优势和学科优势吸引人才,完善和创新人才引进机制引进人才,加大对创新型人才队伍建设的投入力度,大力发展高等教育事业等。
創新型人纔是青島構建城市創新體繫的關鍵要素,青島市在引進創新型人纔方麵既具有一定的優勢和機遇,也要麵對某些劣勢和威脅。從政府管理的角度,青島市應採取的相關對策為：充分髮揮區位優勢和學科優勢吸引人纔,完善和創新人纔引進機製引進人纔,加大對創新型人纔隊伍建設的投入力度,大力髮展高等教育事業等。
창신형인재시청도구건성시창신체계적관건요소,청도시재인진창신형인재방면기구유일정적우세화궤우,야요면대모사열세화위협。종정부관리적각도,청도시응채취적상관대책위：충분발휘구위우세화학과우세흡인인재,완선화창신인재인진궤제인진인재,가대대창신형인재대오건설적투입력도,대력발전고등교육사업등。
Innovative talents are the key element of constructing the city innovative system of Qingdao.Innovative talents introduction of Qingdao not only has some advantages and opportunities,but also meets with certain disadvantages and menaces.From the perspective of government administration,the following relative measures should be taken in Qingdao： giving full play to regional advantages and discipline strengths to attract academic talents,improving the mechanism for the introduction of innovative talents,increasing the innovative investment of talent development,developing higher education,and so on.
