在财政压力和地方竞争制度框架下,地方政府投融资平台是地方政府拥有的新竞争工具。投融资平台在发挥基础设施的经济增长关联效应的同时,可能使地方政府变相拥有货币发行权,影响宏观经济的稳定。应明确政府与市场的边界,防止政府的＂越位＂、＂缺位＂;深化财政体制改革,平衡中央与地方财政收支;优化官员绩效考核体系,建立一套适应科学发展要求的评价体系;规范地方政府投融资平台投融资,使其负债透明化、投资科学化,从体制机制上改革,以促进我国经济社会平稳、健康、可持续发展。

In the framework of financial pressure and local competition institution,the local government investment and financing platform is the new competitive tool for the local government.Besides playing the associated economic growth effect of infrastructure,investment and financing platform may make local government own the right of currency issue and affect the stability of macroeconomics.As a result,there should be a clear boundary between the government and the market to prevent the government＇s ＂offside＂ and ＂absent＂;deepen the financial institution reform and balance the revenue and expenditure of central and local government;optimize the performance appraisal system for officials and establish a set of evaluation system to adapt to the requirements of scientific development;regulate local government investment and financing platform to achieve the debt transparency and investment scientificity and reform the institutional mechanisms to promote stable,health and sustainable development of our economic society.
