低碳货物的国际贸易属于以GATT为中心的多边货物贸易体制的管理对象。有关温室气体减排的国际部门协定本质上归属多边环境协定的范畴。在有关GHG减排的此类协定中可以设计若干条款．涵盖国境调节税与国内碳税以抵消非协定成员国生产的进口产品在进口国的竞争优势．也可能在此类协定中允许进口国通过技术规章的形式要求进口货物加贴碳标签，引导消费者选择低碳产品。所有这些进口限制措施在具体运用中可能与WTO义务发生冲突。作为WTO发展中成员国．中国必须作出正确的政策选择并构建起与WTO义务保持一致的制度体系。

The international trade in low-carbon goods shall be subject to the control of the multi-lateral trading system centered on GATT. The international sectoral agreement on greenhouse gas emission reductions should belong, in essence, to the category of Multi-environmental Agreements. A number of provisions may be designed in the agreements containing border tax adjustments and the internal carbon tax to offset the competitive advantages of imported goods in the domestic market. It may also impose labeling requirements on such imports from non-participating countries through technical regulations to facilitate consumers＇ choices. All those trade restrictions on importation in practice may come into conflict with WTO obligations. As one of those developing members of WTO, China has to make a right choice of policies and establish a system consistent with WTO obligations.
