在自然资源开发领域中,资源所在地的地方社会和经济利益以及（可持续）发展事宜是一个持久的关注焦点。2009年,联合国《自然资源论坛》（Natural Resources Forum）杂志邀请不同国家、不同领域的学者和实务工作者就＂源于自然资源开发的财政收入如何才能更有效地用于资源所在地的可持续发展？＂这一问题发表观点,并在当年的第33卷第245-249页刊登了13个人员或者单位的观点。中国实施西部大开发已进入第二个10年,而自然资源的开发在事实上成为支撑和拉动西部大开发的重点,也是显示西部大开发成就的亮点;然而,现实是西部生态环境从总体上有呈不断恶化的趋势,并且成为阻碍西部地区实现可持续发展的重大隐患。了解就＂源于自然资源开发的财政收入如何才能更有效地用于资源所在地的可持续发展？＂这一问题域外的观点（包括其中一些片面的观点）,不仅有利于中国学者和决策者更加开阔视野、更全面的审视问题,而且还能起到＂他山之石＂的效用,从而提出更为科学、合理、统筹兼顾的解决问题的方案。征得《自然资源论坛》许可,本刊特邀西安交通大学法学院教授,博士研究生导师胡德胜博士对该文进行翻译,以飨读者。

In the area of natural resources development,local social and economic interests and（sustainable） developments of the places where resources are located have been a lasting focus of attention.In 2009,the Natural Resources Forum,a journal of the United Nations,invited scholars and practitioners from various countries and fields to express their viewpoints on the issue of ＂How can revenues from natural resources extraction be efficiently utilized for local sustainable development？＂ The viewpoints of thirteen personnel or organizations were published on pp.245-249 of Volume 33 of that year.The development of the Western Regions implemented in China has entered into the second decade.The development of natural resources has actually become the focal point for supporting and boosting the development of Western Regions,and also the highlights demonstrating the achievements of the development of Western Regions.However,as a whole,the ecological environment of Western Regions tends to be continuously worsened,and is becoming a grave hidden danger heading off the realization of the sustainable development of the Western Regions.To understand the overseas viewpoints（including some one-sided viewpoints） regarding the problem of ＂How can revenues from natural resources extraction be efficiently utilized for local sustainable development？＂ is not only conducive to opening the visual fields more extensively and surveying the problem more comprehensively for Chinese scholars and decision-makers,but also acts as an effect to get ＂advice from others＂ to offer more scientific and reasonable problem solutions making overall plans and taking all factors into consideration.By permission of the Natural Resources Forum,we have asked Dr.Hu Desheng,graduate student advisor and Professor with the Law School of Xi′an Jiaotong University to make the translation of the original text for our readers.
