本文在对1994年分税制改革以来上海财政收入变化总体特征描述的基础上，分别从产业与需求两个视角对影响上海财政收入增长的决定因素进行实证分析，发现经济增长拉动方式转变和产业结构调整是影响上海财政收入变化的主要因素。本文就促进上海市财政收入长效增长提出相关的政策建议。

On the basis of the description of general features of Shanghai＇s fiscal revenue changes since tax system reform, this paper empirically studies the determinants of Shang-hai＇s fiscal revenue growth from the angle of industry and demand. It shows that a shift in driven approach to economic growth and the adjustment of industrial structure are the deter-minants of Shanghai＇s fiscal revenue changes. It puts forward some proposals for promoting Shanghai＇s fiscal revenue growth in the long term.
