当前我国应对科研不端行为的监管机制,主要体现在法律法规政策体系的制定、层级监管机制和查处程序的实施等方面。其中,经顶层权威设计的规范体系起指引导向、统筹协调作用;层级监管机制具有预防和惩治相结合的功能;规范化的查处程序能及时、正确、有效地应对科研不端行为的举报、质询、调查及惩处。尽管如此,依然存在不少有待进一步改进和完善的地方。
噹前我國應對科研不耑行為的鑑管機製,主要體現在法律法規政策體繫的製定、層級鑑管機製和查處程序的實施等方麵。其中,經頂層權威設計的規範體繫起指引導嚮、統籌協調作用;層級鑑管機製具有預防和懲治相結閤的功能;規範化的查處程序能及時、正確、有效地應對科研不耑行為的舉報、質詢、調查及懲處。儘管如此,依然存在不少有待進一步改進和完善的地方。

As the supervision mechanism of misconduct in scientific research in our country,it mainly represented in several aspects including the establishment of the system of laws and policies,the operation of the layered supervision mechanism,and the implement of the process of the investigation and dealing with.Thereinto,the normative system designed by top layer authority had a directing,steering,wholely planning and coordinating effects;the layered supervision mechanism had a function of the combination with prevention and cure;for the standardized process of detecting and dealing with,it could timely,correctly and effectively respond to the allegation,inquiry,investigation and punishment for research misconduct.For all that,there would be still quite a few something to further improve and perfect.
