参考wurgler的研究方法，考察资本要素在我国中部地区近十年来的配置效率及波动，从宏观角度分析中部各省资本流动的效率及其差异，研究结果表明，中部各省资本的配置效率受产业结构的调整影响，各省的动态资本配置效率的波动幅度在2004年以后趋于平缓，表明外部因素对各省经济效率的影响逐渐减小，而市场调控的作用逐渐得到发挥；各省的行业投资及发展差异是导致各省的动态资本配置效率差异显著的主要原因之一。对此，提出相应的政策建议。

Referring to Wurgler＇s research method, we examine the allocation efficiency and fluctuation of capital elements in recent ten years in the middle areas of China. We analyze the efficiency and difference of capital flow in the middle provinces from the macro perspective. Our results show that： their capital allocation efficiency is influenced by the adjustment of industry struc- ture; the volatility of the allocation efficiency of dynamic capital in those provinces tends to be moderate after 2004, suggesting that the influence of the external factors on the economic efficiency of the provinces decreases and that market regulation gradually plays the role; their industrial investment and development differences can be one of the main reasons for the obvious difference in the allocation efficiency of dynamic capital. In this regard, we propose the appropriate policy recommendations.
