本文基于我国学位论文的呈交、数据库建设和服务体系现状,分析和探讨了我国学位论文在政策制定、论文呈交和版权转让及服务体系建设等方面存在的诸多问题,针对目前我国学位论文管理运行体系的问题针对地提出了解决的对策和建议,旨在构架国家学位论文的收集、整合和共享服务的管理框架,构架良好的学位论文管理和服务模式。

Based on the issues existing in the actual legal deposition and collection of dissertation,database constraction,management service of electronic dissertations,this paper analyzed some problems in policy environment,legal deposition of dissertations,and copyright authorization.We discussed the issues and indicated the way to construct a management framework national dissertation collection and processing,integration and sharing service,and meanwhile a good policy environment and service mode of dissertation＇ management were constructed.
